Bilateral III: 931 pages of treaty text, a heated debate, countless false claims. An AI assistant checks facts in real time — based on the full treaty text of Bilateral III, as well as the historical context of Bilateral I and II.

Challenge
The Federal Council has created a new package of agreements with the Bilaterals III. It supplements and renews the Bilaterals I and II. In public debate, myths and misinformation circulate – from opponents and supporters alike. Progress Suisse wanted to address this information environment with a factual, evidence-based tool.
The technical challenge was considerable: a simple RAG system is not enough for this topic. The bot must understand what belongs to the Bilaterals III, what comes from the Bilaterals I and II, what has changed, what is new, what remains – and how the whole package fits into the wider political context, with studies and Federal Council publications. That requires a carefully built, multi-stage processing pipeline.
Solution
Developed together with FurrerHugi, who support the client. The first step: identify and digitise relevant sources – the full Bilaterals III (931 pages), Bilaterals I and II as historical context, supplementary studies, and official publications by the Federal Council.
This was followed by months of testing with a law professor from Fribourg – until every statement, every contextualisation, and every distinction between the agreements met the precision requirements. Only after this validation phase did the go-live take place.
The custom-built frontend is connected via API and enables further use cases through an MCP endpoint: internally, the bot can be linked directly with Claude or ChatGPT to create fact-checked texts before publication. In addition, Bilabot is available in the ChatGPT App Store – and voice applications are in preparation.
The entire infrastructure is designed for Europe and built with data sovereignty in mind – for a project with highly sensitive legal texts and political significance, this is not an optional feature, but a basic requirement. Operations continue around the clock: after the Federal Council's message to Parliament, the content was updated immediately – the project is designed for the entire voting period.
